[On the 19th during another one of my procrastination fueled DSP check-ups, a Moderator fumbled the Follower-Only Mode, forcing Phil to immediately turn it back on manually:]

"But what they would do was they would do 25 bit Cheers, which basically they could figure out a way to do it for free".
[I think someone must have told him that viewers can get bits by watching ads, this becoming a dastardly clever ploy in Phil's mind.]
"And they would basically do it, and it would by-pass everything, even if they shouldn't be able to talk in the stream chat cuz they have a day o- they have an account that was made 20 minutes ago that's like: 'Phil is a fat fuck', or something stupid like that, ya know".
[It sounds like the thought Phil begins with is that banned Troll Cheerers were still able to "by-pass everything", even though
banned accounts can't Cheer. After tripping on the word "day one", Phil then goes on to say that "an account that was made 20 minutes ago" and made to Follow Phil was a dastardly clever ploy used to "by-pass" the Follower-Only Mode.]
This Troll Cheering would happen many times an hour: "People were constantly complaining. They're like, 'What is going on with this? Can't the Mods do anything about this', and the Mods were like, 'No, we can't. We can't stop the Troll Cheers like that'".
[The decision to up the price for attention wasn't up to Phil alone. The harried Mods had been backed into a corner.]
"So what we did was we instituted an increase so that if these trolls were going to keep doing this, they'd basically have to spend twice as many bits", thus "slowing them down".
[This "instituted change" now doubles the required money that the Troll Cheerers were, according to Phil, apparently getting for free anyway.]
This of course has been "incredibly effective". Before my terrible recording cut-off, Phil quickly leaps to amend this conclusion: Oh, by the way, this change hasn't effected the amount of Cheers he's been getting.
