You probably could dig up a shitload of cows on places like stormfront and kotaku in action to populate such a forum.
Your first point was such sheer science fiction, bordering on pure fantasy I couldn't even begin to speculate the set of events that would need to occur for Phil to not turn out the way he is now.

If it weren't for the first one, then Phil wouldn't have a subforum here. He ruins people's lives because he's arrogant, selfish, never thinks of other people, never thinks things through and is pretty stupid. Remove any of these traits and you don't have Phil. He wouldn't be the mess of a human being he is now.
For the third, if he created such a forum, it would go quiet in about a week. Every threat would just become Phil explaining how he's such a badass and every thread subject wants to kill him and fuck him. The entire userbase would get blocked on suspicion of being Kiwi agents, except for a handful of accounts that actually are Kiwi agents. Eventually Phil would get paranoid about the police seeing it and would yank the whole thing.

I don't know, and it's hard to say, given that Phil's obsession with faux Latino culture springs from a very specific set of circumstances. However, his fixation on Latino culture is also a big part of what led him to distance himself from being 'white' (or what he perceived as being 'white'), and also sort of what started him down the road to SJW identity politics.
I could see it going one of two ways. The first is that he'd be one of those people who tries to aggressively assimilate and would claim made up purely Iberian Spanish identity, adopt an Anglo name, convert to Protestant, and otherwise try to downplay or deny his Latino identity (however removed he actually was from it).
The second possiblity is that he might never have turned down the road to identity politics at all. It's possible that if Phil really were Latino and was raised in a Latino household, he wouldn't attach so much importance to trying to be special and unique by claiming some identity based solely on circumstances of birth. Oh he'd still be an insufferable twat, don't get me wrong, but he'd probably just find another way to do it. Probably more like classic CWC, bullying kids for Pokémon cards and shot, but not worrying about being translatinx or a dyke on a bike.

A certain hypothetical Felipe might change his name to Phil and identify as an Italian. In a very stereotypical Mario-esque way.
A very realistic outcome. Identity politics seem to be pretty much just a "gringo" thing.
A game where a "latinx" woman in BDSM gear and a bike helmet goes around collecting cheese blocks on a bike? That's assuming ADF could code, of course.
