But if I understand things correctly, Stebbins already owes costs once the Appeals court issues the mandate, and Hardin can ask for them at the District level. I don't know if there's an automatic, enforceable time schedule for paying them, or if Hardin has to ask the District to set one.

I'm a little concerned that they may tard guard since it wasn't ackschually an appeal but a request for Mandamus. But I may be reading too much 10th circuit into it.
