Chibi claimed back in January (in this post) that he was "mid-intermediate" level in his Japanese. Now he says he wants to hit N3 by the end of the year? For reference, "intermediate" according to the Common European Framework of Reference for Languages (CEFR) is a rank of B1, the JLPT N3 means you're either A2 or B1 depending on your score.

So with an additional year of study, while living in Japan, Chibi hopes to hit these milestones
  • One is able to read and understand written materials with specific contents concerning everyday topics.
  • One is also able to grasp summary information such as newspaper headlines.
  • In addition, one is also able to read slightly difficult writings encountered in everyday situations and understand the main points of the content if some alternative phrases are available to aid one’s understanding.
  • One is able to listen and comprehend coherent conversations in everyday situations, spoken at near-natural speed, and is generally able to follow their contents as well as grasp the relationships among the people involved.

Chibi considered himself "mid-intermediate" because he was able to say a couple phrases in Japanese and he probably always watched his anime with the subtitles off.

To anybody else he's a beginner. But remember he's been studying this for several YEARS now. Japanese isn't an easy language to learn for an English speaker but if you put in the actual effort you can be at the N3 level in a year and a bit. It just takes a bit of discipline which is something he lacks.
