If it was a nice building I would agree but it's pretty scummy.
The only positive appears Phil's landlord is paid direct from Phil's tard bux so it's easy money and Phil's reluctantly to have anyone in his apartment makes it pretty low maintenence.

I think some people get obsessed with gender and pronouns because they have nothing better going on in their life and need to feel special in one way or another, So they sit around inventing stupid pronouns and fake genders and orientations.

If it wasn't for the fact he went to that anime club thing, I'd be hard pressed to believe Philthy even went to any college at all.
Like what #HickoryDickory said, there must be a point where guaranteed tardbux rent doesn't cover the risk of having those deadbeats stinking up the place. It's a fire hazard to be sure with how disorganized the place is and Phil's maps covering the walls.
I mean, just look at what happened when Chris and Barb moved into the rental for almost a year while 14BC got fixed and after moving out, the place was still tenant-less after four months. Chris and Barb are far less messy than Philthy (and that's saying something) so the place may need to be razed due to being a sanitary hazard.
Unless there's mice and other nasty critters brought in thanks to his slob habbits.

It takes FOREVER to legally evict a tenant in Oregon especially if the tenant knows enough about the system to fight it. Phil could get a 24 hour notice to vacate 10 minutes from now and still be lawfully occupying the unit 66 days later when the sheriff finally comes to escort him out.

Actually Republicans tried to shut it down in Arizona with HB2281 because of all the controversial stuff they teach. They thought it was radicalizing and shit, but the law got bitch slapped recently in a lawsuit because two of the authors of that bill got caught saying semi-racist shit. One of them even had the balls to his apology for it wasnt sincere.
My guess is the landlord wont really do anything unless the neighbors make a fuss.
Phil isnt smart enough to know that but Toren is. Though Toren could be evicted immediately since he isnt on the lease correct?

Another thing that should be mentioned is that Phil, for as dumb as he is, knows just enough to kind of game the system. So while he sure as hell isn't smart enough to fight an eviction notice himself, he is smart enough to turn it over to people who are, all the while claiming that he's masterminding the whole thing. But...
This is something that should be considered. Yes he is in a shittier building and his landlord gets rent without fail, but there comes a point when a tenant is just too much of a hazard to the building and other tenants. While Ruin brings up another good point about why Phil hasn't been given the boot, there will come a point when people like Phil go from a nuisance that pays rent to a potential lawsuit waiting to happen, and shitty complex or not, no landlord want to have to deal with any irate building inspector after reports of people becoming sick, or sightings of vermin start popping up. Doubly so if one or some of the sick or affected are children. Shit can hit the fan in a bad way if that goes down.Tbh, it seems to be a better idea to get rid of them ASAP. I'm not sure why this being a hazard thing is coming from
On the one hand
Phil doesn't clean his bathroom
Drys washing in an unventilated environment
Doesn't hoover or dust
But on the other hand
He's not hording garbage
He actually takes out the trash every few days
He's mostly silent because he's scared of his neighbours.
His neighbours are apparently way worse than phil
To draw the comparison I would say he lives in a similar situation to the chandlers and you don't see environmental health turfing them out.
Unless I find out Phil's place is infested with fleas or rats then I'm not too worried.
The only real issue with Phil's apartment is I would say all them candles are a fire hazard.
All the shit on the floor is a trip hazard
