About the topic, I do hammer curls and sometimes I use fat grips. I'd like to do wrist curls and some reverse grip stuff, but it hurts like someone is stabbing me in the bone, so I don't. I guess exercises where I just hold on to weights also help, like walking lunges and bulgarians, not to mention pullups and shit. My forearms have gotten bigger without that much direct work. My wrists are pathetic though. But so is my penis, there's a neat consistency of sorts.

Once I saw a subreddit where a bunch of (((guys))) tried to cope with not having a foreskin, by stretching the skin on the shaft with weights. It was like a combover but for dicks instead of heads. They were posting pictures.

I learned that day that some things are just better left alone, including penis-related weight training. Even if I'm leaving some gains on the table
 
Is it possible to gain muscle on a cut? For reference Ive been training for a year and two months. Im kind of fat ( the kind where you cant really tell unless my shirt is off) but have noticable muscle. My main priority is gaining strength and muscle and if its possible I would like to do that while cutting. However if its not possible im perfectly fine with waiting out a little longer to cut. I just wanna know.

If you're lower bodyfat % (i would say under 12ish but that's kind of a guess) then it's very hard because your body has few places to pull energy from to build muscles. However if you're up there in bodyfat % and make sure your deficit isn't enormous then it's very possible.
