The way that I think about it is that the ACA and healthcare in general is such a giant complicated clusterfuck that there's absolutely some bullshit way they get illegals healthcare. Some loophole or whatever.

And even if there isn't, just the fact that illegals are here means they can go to the emergency room and get healthcare which is paid for by state or fed taxes.

So while it might not be a direct "Democrats want this bill that says all illegals get $10k in healthcare per year", there's other indirect methods that they're using to effectively do that. So fuck em.

Their version of the bill trying to be passed would grant healthcare for all of the people Biden gave improper asylum and parole to, who for all intents and purposes are illegals.
And also keeps open a loophole in the Obamacare which grants a subsidy for illegals. Not to mention that it lets a couple of States exploit loopholes to continue giving health care for illegals while at the same time negating a 50 billion dollar healthcare initiative to rural areas for actual Americans.
I don't know if that's enough for you to believe me when I tell you this, but I will tell you why I completely believe it: because the Democrats are saying that they do NOT want to give illegals free health care. And I have been burned by the promises of the retarded before, so I'm very skeptical when they say this.

What happened was when they turned that stupid fucking hadron collider on or some other such event, it opened up an alternate universe and half of us went there. The largest savings is expected from section 71301, which starts on page 655 (Chapter 3). It limits who can be considered eligible for benefits, limiting it to people who are here legally. Dems want to instead have the original Affordable Care Act (ACA) provisions that are much broader and includes illegals.

Edit: Although confusingly the original act seems to have been amended to only include legal aliens (and for some god-forsaken reason Haitans), although the language in general is much broader still: https://uscode.house.gov/view.xhtml?edition=prelim&num=0&req=granuleid:USC-prelim-title26-section36B

Edit Edit: Going through things a bit deeper, it does seem to be who qualifies is at the heart of the dispute. The new bill would significantly limit who counts as an eligible refugee or visa holder for the sake of benefits. Also, individual states can currently provide benefits to 'undocumented immigrants' with Medicaid funds. The BBB would remove that state-level leeway.

So yes, it does look like dems want to give healthcare to a larger group of non-citizens, and it is one of the main reasons for the govt. shutdown. Also, there is a component on regulation of what states can do with federal funding programs -- further muddying the issue.
