Extreme hypothetical, but the precedent is set. The constitution requires the states too send their representatives and electors too the Federal Government. It does not however require them too show up.

So if they dont they just dont get seated and the quorum rules are adjusted accordingly. The 13th and 14th amendments were added too the constitution without the agreement of the southern states, and while Congress was at it they also decreed that the only way the former CSA would stop being a federal territory was the State Legislature of that occupied territory approving both amendments.

All the measurs passed because none of the Confederate States bothered too send delegations too Congress.
