Spend the greyhound ticket money on clothes instead of retrieving two backpacks of old clothes which have been in storage for fuck knows how long. Problem solved.

So... Phil has an apartment, but he still wants to waddle back and forth between there and Cali to bring back one bag of old clothing at a time from his storage locker, and is going to sleep in the woods because? Slingblade has a car. Phil should ask him to drive and then reimburse the cost of gas.
But Phil has to go through these monthly autistic bus rides for some reason. My guess is that once upon a time his dad took him on such a trip and he was happy as a calm, this got fixated in his cluttered, diseased mind.

He could also just box up the storage unit, sleep in there, ship the boxes to Portland on Greyhound or some other cheap shipping service, and stop wasting probably $100 a month paying for a storage unit in state where he doesn't even live.

Honestly, what happened to Victoria breaking up with Phil. Remember when he made a post forever ago on Facebook saying he needed a new place to stay (that wasn't with Phil)?

This is all fixable:
Put the welfare onto cards that can't be withdrawn from and that are only accepted at places like Goodwill, Salvation Army and really crappy "food" places like McDonald's. That way the welfare leeches learn to live poor and budget, or die trying (from all the Big Macs).
But then we wouldn't have people like Phil around to laugh at for as long. The Lord works in mysterious ways.

He's a consumerist whore that splurges on expensive versions of things. He deems Goodwill beneath him.
As an aside, my guess is he's plotting to ditch apartment because of his paranoid delusion of us drop kicking his door and recording his screams as we scream Julaaay at him. Well this and the fact that he's sick of paying money for amenities we like to see as necessary and very nice to have. He may even be doing this to desperately get people to care about him again, since the homeless get more pity than a dickbag in self-inflicted debt in an apartment.
