I mean it's possible that Gaster does have more control over the narrative than is suggested. Given his distant and mildly curious attitude towards us it's possible he simply dropped us into the world just to see what we'd do, not because he's powerless and needs our help. It's an experiment to him.
No matter what path you choose Gaster never judges you, he seems to be far more interested in your experience than anything else. You can choose to skip the knight or keep slamming your dick in the car door until you manage to hurt it when narratively you're absolutely not supposed to, and either way Gaster is cool with it. He encourages you because you've demonstrated that it's the path you want to take.
The guy is already powerful enough to summon and resurrect eldritch time gods and forge human bodies for them to inhabit, I think he's more than capable of changing the lives of a few teenagers if he felt like it.

The heart once it reaches its conclusion in Chapter 7 or whatever (whether that be weird route, pacifist, or that third route) will gain full sentient control and do what it believes needs to be done to fulfill its goal now that it has gained full power.
It's like how Aku from Samurai Jack was a being of mass destruction that was purely an environmental concern, before being shot with the arrow that gave him full consciousness to do as he pleases.
Gaster sent the heart to take Kris as its host and now he is there to observe its growth and how it interacts with everything.
