If the intent is 25 year old with digital avatar of a child, then I'd just take the digital avatar of a child aspect at face value and anyone arguing to jack off to said child digital avatar is the same as a lolicon.
At the same time, there's very selective scaling involved if you were to place them with their own relative in-universe characters.
And thirdly, from an anal terminology standpoint, there's a lot to infer from this. That loli does in fact mean child, that loli is inclusive of non-anime characters, that anime does not require Japanese origin. My opinion is that this (Pomni not the dolls) is at least loli-adjacent. Conceptually it's going for androgyny, but the more insane lolicons draw their characters very androgynous (because they haven't gone through puberty) so it still counts.

The Fortnite version is much more feminine and I wouldn't call it a loli. Isn't her head and eyes very large for her body? Wouldn't that make her a loli? I'd say no because her face is so stylized. This will be a series of posts about quite a scandal that happened on Twitter relating to a minor that mainly did cosplay of Blue Archive characters. Some of this cosplay included risqué attire such as swimsuits funded by adult strangers from her Throne page.

This entire incident caused a massive divide on lolisho and Blue Archive Twitter. There have been two main sides to this conflict, with one side downplaying and glorifying the idea of this minor engaging in risqué cosplay. With the opposite side being strictly against the inclusion of any minors into the community at all. Additionally, especially opposing those who are supporting such dangerous ideas.

The minor in question is Piper, known by her Twitter handles of ruffuli and myruffuli. In her location bio, she clearly states she is "6teen."
As of me writing this, both accounts are set to protected mode.

There is no doubt Piper is 16 as she doubled down on this claim whenever people questioned it. Her birthday is June 14th, which is merely a couple of days ago.
This means she was 15-years-old during the majority of her time on Twitter.
