The bigger issue is that Germany only has a single top club, Bayern Munich, so unless the players play at Bayern, the best German player will all go play outside of Germany, in particular England or for Barcelona/Madrid in Spain.
This leads to entirely different philosophies of football played and you could clearly see the disjointed midfield and defense struggling building up the German game. Little movement, few deep runs drawing away players to create room, just in general poor strategy, badly prepared and/or the wrong tactic for the players available.
This was particularly clear to see when the Bayern Munich players were expecting the other German players to move into certain positions or make runs to create space, and running into problems due to no open players presenting themselves, players going into bad positions, and then getting pressed by opposing strikers, leading to turnover after turnover. Which in turn hampers the build up for offensive play.
