You can't cure a sociopath.
You only train them to be better at cognitive empathy, so they can read what others are feeling better, but without empathy themselves, you're just teaching them to spot marks easier and make them better predators.

As for why do they hurt people/animals, they don't always, just if they do they don't feel any remorse.

Since a defining factor of a sociopath is that they lack the ability to empathize any CAN hurt others. Most do not though since their prime means is their own well-being. People are a means to an end to them thats why you see many high up in fields of business since they do not mind stepping on others.

Usually most are smart enough that their first instant of harming someone/something they realize "oh shit this gets ME in trouble" and since they only care of themselves they stop. The ones that continue probably have more issues going on.

Bella definitely would be someone to be classified as anti-social personality disorder due to the hamsters (gerbils? Cannot remember what animal she tortured/killed) and what she did with Chris.

Yeah there's more to Bella and those like her than ASPD, ASPD is just an enabling and aggravating factor, the ones that actively harm animals and people aren't just doing it because they CAN without feeling any empathy or remorse, they're compelled to do it to feed some need or urge.
Sadism is the root cause of it, they get off on inflicting and/or observing suffering, the ASPD just lets them indulge in it without guilt.
Simple ASPD isn't enough to give you Bella, or worse cases, someone who's simply a Sociopath may fuck you over if it benefits them to do so for some reason, but if there's no gain from it they won't seek out people to abuse, they just don't let normal concerns for people get in their way, someone who takes pleasure in suffering for no other reason is far worse and more fucked in the head than the average cut throat CEO, etc.
That's Bella, she's a sadist before anything else, and her scheming indicates the Machiavellianism that's part of the Dark Triad personality disorder cocktail
