I'm actually surprised a L4D3 hasn't been made yet considering how easily it could be made into something that works with Valves currant business model.

Of course, we also got Federation Force with comparable salt. They'd make money on both ends and only have to manage the contract instead of the work, plus they could NDA everything up pretty tight and if the game sucks in the eyes of Valve, they can strangle it and move on

That almost happened, actually! It's somewhat well known that they gave permission to both Arkane studios and a team lead by Warren Spector to both make their own HL2 episodes- Episode 4 and an untitled project respectively. EP4 got cancelled presumably to focus on The Crossing (another source engine title by Arkane that got canned) before moving on to make Dishonored, and Warrens company got bought out by disney and so had to scrap everything as a result.I could see valve eventually handing over licenses to make sequels to TF, L4D and HL to third party small developers to quietly make said games.
And no one seems to care about getting a new Portal game. I don't mind if it's a spinoff. Just another fun puzzle-platformer please. Hell, there's a fucking Talos Principle 2 in the works iirc.

Much better to just get a cut of everyone else's gambles.
Those other suckers can win or lose, they don't care. They get their cut either way.
Valve is at its core now the boss of a casino, rather than being one of the players. It's hard to criticize their strategy, since the boss always wins, but it still pisses me off that some good games they could have made didn't get made.
They're a smarter Konami at this point, though.

Valve isn't going to get going on the releasing of, let alone developing, Half Life 3 anytime soon. From the news over the years, it's clear that Valve had no clue as what to do with the franchise. Most of the staff that worked on those games are gone from Valve, and what they've said has merely reinforced the previous point. Combine that with the cash cow that TF2, Left for Dead franchise, DOTA2, and the Counterstrike series created for Valve, and suddenly they have no reason to develop games beyond improving/breaking those franchises, because that, alongside Steam, is where Valve's money is made.
