As far as I can follow the story, his food stamps were about to expire so he moved what was already in the fridge to the tub in order to make room for more food (the food he bought at the supermarket he got kicked out of, I think).

Currently sitting in the tub is fish which had already been thawed out.

broke: throwing out your old food to replace it with new food

woke: buying non perishable food so you can use the old food before the new spoils

bespoke: keeping fish and produce in a kiddie pool outside
