Phil literally can't ride a bike. He's too stupid and has no coordination. It's assumed he fell off a couple times as a kid and gave up forever. His obsession comes from a stupid feminist biking group "clitoral mass" that he's desperate to join in the hopes of hanky panky with sassy lesbians.
