Coming in with another of my crackshot theories here but something tells me this is another way for him to talk to his dedicated masses while putting up a filter between us (and others like us, likely not just us specifically) and his statements. This feels like an increasingly roundabout information war. Allow me to present some more info about Community that I think is worth noting.
Visiting the "
Why Community" (archive above) section of their site they proudly boast about the "Leader"s ability to control exactly which users are texted certain things by location, gender and other information collected by Community.

Additionally, in earlier versions of the site (so take this with a grain of salt), Community's FAQ states:

From this it seems Dream can control who receives texts based on provided location, gender, age & birthdate and likely also other connections made through Community's internal systems, like other leaders a fan is following. Dream additionally doesn't have to be the only person managing this number, meaning he could have any number of helpers on this.
Additionally, judging by this, it seems that Dream can
very easily program the service to send out voicemails and similar content. While we can't exactly ascertain how programmable this system is because I'm pretty sure none of us are willing to spend ~$100 just to check how it works ourselves, we can take a look at a
similar service (WayBack archive) and infer common features from there. Grouping fans by further categories may only be the start of how far he can manage this. The only question is if he can be assed and if he can actually summon the mental capacity to actually DO it.
Conclusion: Dream is further manipulating his impressionable young audience and this tool lets him do so on an extremely large scale and to a great effect. It also creates a small filter thanks to this essentially being a slightly more annoying-to-access pseudo-social media platform that just so happens to be managed on an SMS service rather than on the internet.
