People didn't hate you just because you posted roommate's videos (otherwise we are going to shit at other channels too). You legit have schizophrenia, cultivated a weird-ass community, trying to spread le sekrit forbidden knowledge while being a dick about it. And yes, I have to mention the Nene superchat. There's a chance that he will come back but he fucking glows.
One, he's a narcissist. He formed a splinter group just so he could be in charge of it. He regularly pings his server to advertise skribbl.io games, shitty rap, and everything he does really. He uses clickbait titles with people's names to maximize views even if it costs him YouTube accounts in the long run. He doesn't understand that when he does something, it's the same as when others do it to him, case in point releasing personal information. Nothing is his fault, everything is trial to him, everyone is being unreasonable to him.
Two, he doesn't understand consequences. He didn't understand consequences the first time he was threatened, presumably leading to this. He doesn't understand that impersonating a lawyer is illegal. He doesn't understand why people hate him over the past when he continues to do the same crap. He didn't think that any of his publicity stunts, like the Nene superchat, could bring him negative attention at all.
And finally he is just plain fucking lazy. He doesn't want to make his videos look nice. He doesn't think of ways to skirt the rules, he just keeps breaking them. He doesn't want to find trusted comrades, he just puts up a Google form to recruit a "doxing team". With hilarious results.
Unless one of these three changes, he will never stop failing and he will never stop making a fool of himself. Simple as.

You seem to be forgetting that everyone is friendly with everyone in kayfabe, but collabs are a little harder to manage.Lol its like an 8 year old in a fortnite lobby. Other than within a group, there's two main kinds of collab. One is corporate, either a company promoting through vtubers (e-ma, Curry Meshi, Bookwalker) or vtubers gaining publicity through company (Sanrio, NHK, seiyuus). The other is between friends. By that I mean close friends, IRL friends like Suisei & co. Nobody else makes the cut, because between sponsorships, in-house collabs and just maintaining the fanbase, most big streamers have more content to create than time to create it.
Could it happen in future? I don't doubt it. If a real-life friend of Nyanners or whoever else gets in, I doubt Cover would stop them from working together. Until then there's simply not enough impetus. You mentioned Ollie and Kiara, but those two are trying to collab with practically everyone. Would they do it? Sure, when they're done with all of JP, all of EN, and whatever else may be. Be patient, don't rush to hope or you'll disappoint yourself.
TLDR either the company or the individual needs to ask hard enough, but in this case neither applies.
