Yeah a lot of people just pick from the wall (which, admittedly, seems kind of weak) or have an artistically inclined friend draw their idea out then take the drawing to the tattoo shop, or have artistic talent themselves.
Phil fits into none of those categories so we get constant entertainment out of seeing his ideas go straight from his mangled psyche onto his skin.

It not uncommon, but most people that design their own put more effort into it than autistic scribbles done on a napkin in shapie and inked by a color blind drunk hobo.

If you have artistic ability, you can. My sister has a huge tattoo that she drew and did the lettering for, and it's beautiful. On the flip side of the coin, you have Phil. But even if he'd let the tattoo artist draw his shitty ideas, they'd still be retarded, badly places tattoos.

Has he always been so cross-eyed?
Not promoting any violence but a good hard kick to the face might un-cross those eyes of his. How it's possible for such a cross eyed person to look that smug is beyond me.

He's always had the lazy eye but in some of the more recent pics it does look ridiculously crossed. I think it was put forwards years ago that he had fetal alcohol syndrome which can cause crossed eyes among other things.

The part that gets me with the tattoos is they don't flow. Every person I've seen with a large amount of tattoos has made some minimum of effort to make one tattoo flow into the next if they weren't all made at once (And I'm not talking about people who are really into tattooing, just people who have more than a couple). Phil's arms look like a fucking Myspace page.
