It's not a complete solution to ban someone from social media in the name of protecting the youth, because they can just spin a new identity. Sad but true. Parents are the first line of defense, we should be, and they should be monitoring their daughters' social media activity--and possibly made aware of the reputation of those they're interacting with.
Alert the parents of kids you see in danger, when you see it; that would go a long way toward the result you want. They can then make complaints about inappropriate communications based on real stuff that's actionable. Two birds, one stone. Don't just sign petitions; take action, too.

True, but let's look at this very specific situation. John K is actively using his identity as a popular cartoonist to groom kids. He's openly doing this on Instagram.
I don't think he should be kicked off every single social media platform, but seriously, what the fuck, man. He definitely should be kicked off Instagram, or at least not be allowed to be an open pedophile there.

Except that John K relies on his accomplishments. He can't pretend to be someone else and still be the guy behind Ren and Stimpy.
Fun fact: it is common practice for scientific papers to be reviewed anonymously prior to publication. Rumor has it that one comment on a geology paper included the phrase "When I was on the Moon" which kind of gave it away.
