I wouldn't be too shocked if Iran either didn't have any real number of working mines to dump or just didn't dump any for fear of hitting their own ships.
The Strait is notoriously difficult to mine due to its depth and currents. If just the threat is enough to stop ships from moving, it's good enough for now.
