Massively. They are self-sufficient on nothing. They have been relying on selling oil at a discount to offset any effect of sanctions for the past 50 years. The first decades were also pretty much just US ITAR sanctions on Iran and had very limited effects and were moderately easy to bypass.
During this time France was doing a fuck-ton of trade with Iran.
Post 2009 government crackdown was when sanctions got really cranked down and hurt Iran enough to sit down at the table with Obama (and mog him mercilessly).
So its more like 15 years of sanctions, not 50. And trying to keep Assad and the Houthis afloat has put serious strain on Iran/IRGC's finances, to say nothing of IRGC parasitism.
