I have one major problem with this. Yes you are right that "labor shortages" drive immigration. The problem is there is no actual shortage. The shortage is of people who want to do the work for slave wages, no benefits, and none of the other things you would expect to get by on. Especially with how much worse the economy continuously becomes (meanwhile companies are reporting record profits, and stock prices).

This drove cultural and political improvement. Civilized governments like National Socialist Germany and the USSR encouraged such impulses, by providing worker protections which maximized the time that workers had for positive pursuits and preventing the enemy from spreading filth through computers, television, radio, comic books, and pulp novels, as has been the case in Ammurrica for a century. If it didn't just feel like he is desperately trying to make people forget about everything he's done in his first term up to this point, and the massive disaster that is the Iran war.
