The DEA doesn't send doctors to jail for practicing medicine. Selling drug prescriptions with a price by weight or count isn't practicing medicine. Back in the late 90's and early 2000's, the DEA were hounding doctors in pain management because they disapproved of their prescribing practices. Many of those doctors went to jail. There was a great deal of campaigning about it online at the time, but since the whole Sackler business blew up, the groups that were campaigning around it seem to have gone to ground.
