I would disagree, an empire needs to have a single supreme authority over a long term period and it cannot be of equals. British India, Australia, Canada, etc were never equals to Britain itself in the same way the 50 States actually were equals to each other.

The British Empire would never have turned towards India if it didn't lose Southern textile manufacturing.

No sensible empire wants to give up it's post-agricultural revolution textile industry for a bunch of backwards artisans. All of the innovation of the English agricultural revolution that ushered in the industrial revolution? All those practices were already in place in the South because the South was built on those ideas.
