Even a small country can be an empire. Japan, for example, was an empire before it even started to conquer outgoing islands because the emperor was part of a clan (family) that was treated as literal gods compared to the other clans in the area.

It was immovable and would have been useless as a weapon (at most it could have pummeled one spot before being destroyed in an airstrike). Bull may have mislead the Iraqis into thinking that it was a weapon to get their money but he never had any intention of helping Iraq attack Israel with it (though he did train them to build conventional artillery). Israel even acknowledged that the device wasn’t a security risk and Iraq already had ballistic missiles that were superior.

The Roman Republic was an empire you idiot. It didn’t flip from republic to empire like a switch. It was both at once. The Senate itself outlived the empire. Historians use the terms ‘Roman Republic’ and ‘Roman Empire’ to demarcate the periods in history before and after Augustus, but those are just labels. People in those days mostly just used the term ‘Rome’ and called themselves Romans.
