Its a government paperwork trap. If you are on gov assistance and don't check that box you've just lied on a government form (and the government now has a reason and cause to fuck with you). If you are on gov assistance, check the box, and do it any way you've just basically revoked getting government assistance and (I assume) a DOGE built system get notified.

I recently finished a reading of The Fall of Reach after a long while of not reading my halo novels. 1. I missed them. 2. Very fucking based for 2001. It gives you the sense that while the UNSC is in the grey a lot, they still are the good guys, even though they have to take drastic measures to initially stop an insurrection, that then winds up being used against the Covenant. Also the ship battles are fucking awesome
