Perhaps some sort of probationary system where new accounts cannot upload images or embed links? I don't know if that would be unreasonably difficult to implement, but in theory it would simply mean actual new users have to pass both a period of time and a number of posts that are purely text to be eligible for a manually approved full functionality status.

This makes the most sense to me and I’ve definitely encountered it on other messageboards in the past.

How you get to be trusted with attachments is have a mod or perhaps a larger pool of trusted users be sent an automatic message to review the n00b’s posts after 10 or so, and see if they’re legit.

That’s not even going to be noticeable to the average sperg who just wants to talk about a topic they’ve been lurking, and it shouldn’t be too much of a burden for approvers if spread thinly enough.

What if you set up a shadow ban. Where the images uploaded by accounts registered going forward don't get uploaded to this site or hardware linked to this site but somewhere else you can easily discard without getting into trouble?

I don't know coding, but it seems like you could institute an "account tag" thing, where older users who have posted images that were not CSAM can post images without moderation, while newer users who don't have a track record are blocked from posting images (or links) until passed through moderation.

I imagine you could recruit volunteers to inspect those images and vote to pass onto mods if a grey area, or to block if obviously problematic. This would allow leaks or important cow-related news to be swiftly approved, while not inconveniencing new sign-ups with captchas or quizzes.
You would want to explain this on the sign-up page, obviously.

Can registration be made to take a long period of time that requires a person to interact in a human way? Ie solve like 40 captchas or summarize a very long post and then have a mod check it out or something.
The obvious drawback here is that you want the registration process to be as easy as possible to get new people to sign up.

It's not actually illegal to have CP in your cache. The courts still have to make the case that you're deliberately and knowingly possessing them to convict you, and there's a lot of easier ways for LEO to load you up if they know it's only for the ride.
