This is nearly every large city. They get federal funding if they can meet whatever % criteria the project’s funding is going to minority owned business and I think female owned business (iirc). So, when a project is contracted out to an engineering firm, the engineering firm has to have a set % of the project going to those minority owned firms (because it’s very likely the engineering firm is not minority owned). IMO, this means that white people are basically cut out of construction/surveying business ownership because if the ownership of the company changes hands to someone who isn’t a minority, then the company loses it’s minority owned business status and won’t get municipal work. Someone please correct me if I’m wrong, Texas is my context.
