This was a single shot taken at 200 yards. Even the UK allows for bolt action rifles. A shooter can get a rifle on campus in a guitar case, lacrosse / baseball bag, of if they had enough time (15 minutes) could have used a poster tube for the barrel and had the stock / upper and lower in a messenger bag.
