I don't know if it was ever mentioned so I apologize if it was brought up earlier ITT, but Japan had plans to implement a dual-pricing system. Essentially, foreigners are expected to pay nearly double what a native would pay. Initially, the system was targeted at tourist-heavy places, but certain local chains have begun adopting the practice so to pay a local price you have to show a resident card or at least speak Japanese on a conversational level.
