Some laws in certain places but it's mostly on the business side. Lots of places with no filming signs on them and a lot of places will get kinda annoyed if you just walk in and film, if you just show up filming then you're prone to just being told to fuck off. Some places will let you film if you ask but that's on an ask first not second basis. Realistically chibi isn't the next somali, he isn't malicious he's just overwhelmingly autistic. He'll get told to fuck off, not arrested. Probably.
