You are correct in their lack of being able to inspire anything with their chickenhawkery, but there's nuance to this. Communists have been plenty capable of motivating their own people into fighting brutal wars from the Russian Civil War onwards. Soviets could get partisans just about everywhere to do their work. It is a vital part of how Mao's "people's war" concept works where Communism is presented as the solution to the previous century of humiliation China has faced. It had also similarily worked in Vietnam, where the Vietcong were successfully able to make the case that they were more legitimate to the Vietnamese people than the South Vietnamese government which was quite an easy task to do considering how inept it was and how overtly it was ran from elsewhere. No liberal in the past 50 years could ever dream of getting people to face such overwhelming odds and win by sheer perserverence.

Neoliberals are completely detached from reality of these things because the only thing they actually care about is making more money and minimizing government interference in free markets. They ideologically don't actually believe in anything that might motivate people outside money and even then, they generally underpay and believe that they simply can find a technological solution to their problems and somehow, they just can buy their way into a victory if someone indeed breaks all the rules. Their talks of "liberty" and "democracy" of course are brazenly hypocritical considering how often they are willing to completely subvert democracy if it means somebody wants to interfere with robber barons looting countries or importing immense amount of cheap labor.
