The report was so bad that everyone moved to a harsher sentence than would be expected. That is kind of unusual to say the least. Judges call for them when the offence would normally call for a custodial sentence and they get them to give the accused the opportunity to make the case for not going to jail. So if you can convince the probation officer writing the report that you deserve a break, chances are you can stay out of jail.

Yes. In 30% of cases the Judge deviates from the report and usually towards more lenient.
