It's a lot worse than that. Washington is one of the states that has Styrofoam recycling centers that are cheaper to use if you're just dumping items that are made of styrofoam. Washington state also implemented better disposal and recycling laws in the middle of last year. Even more insane (if it's even possible) is that there are some centers that will literally come to your house to pick up your garbage that can't be normally disposed of or recycled for free just to help reduce that garbage that gets piled up in landfills. There's literally no excuse or reason for Phil to be stockpiling garbage, his State has literally come up with every way possible to avoid people from doing that without needing to go anywhere.

I figure Phil is stupid enough to get wrecked on capital gains taxes from selling his parents' house. Conservative estimate would put their original buying price at $50k or so, and even in a soft market in a neighborhood being 'taken over' by the darkies, it'd still fetch a good $200k, so that's $150k CGT off the top at (again) a conservative estimate of 15%, so that'll knock off $22.5k, leaving $127.5 or so. IF his parents aren't forced to sell the place themselves to pay for any late-life expenses such as medical bills or similar. Hospice DO get pricy, so if they don't do Phil the solid of dropping dead sudden-like and instead cling to life, that Crypt Keeper Payola is gonna shrink faster than his dick at the sight of Jaha.
Well, setting aside the power leveling, I've done inspections and appraisals, and the only thing that'd set him off worse than finding out he won't get the fat payday he's hoping for is the fact that he'll have to actually pay money to whoever has to come out and inspect Castlille de Baconne BEFORE they give him the 'bad news'. Assuming, mind you, he hasn't let anything go badly enough to get red-stickered (condemned). Of course, even in the usually rare cases of utter squalor, the homeowner gets 90-180 days to get the place back in order before they're directed to vacate for their own safety. It varies by municipality, but I imagine Washington is a bit tight-assed about 'quality of life issues' when it comes to fat, obnoxious white guys. Being an asshole to your inspector will generally convince them to be especially persnickety about even minor violations, but Phil's not the type to raise his voice when there's someone actually there, so it should be 50/50...

Washington state is probably the strictest state when it comes to QoL issues. They're rated one of the highest states for it, and as I said before, they added a bunch of stuff to their Garbage disposal and Recycling codes/sections. I wouldn't be surprised if they locked him in the building and set it on fire for the safety of civilization.

What made Phil lash out at RGBeef to being with? It was useful information, did it go aganist a statement he said before the clip started about rates for 1080p. It's such a toxic response right away. 'You're a complete idiot and its the dumbest thing I've ever fucking heard in my way and I'm not going to address it, thank you' the fucking passive aggressive bitchy thank you at the end he does when he berates his audiance is the worst. He really thinks hes some big tough guy when he does it, you can tell he's never been punched in the head or even been in a verbal fight with another man before
