If the lien + current loan < total value he could refinance and the bank would pay off the lien and the current loan. Bank doesn’t really care if it’s a deficiency as long as the appraisal is right.
That's not for a Judgement lien. There are different types. If he wants to renew he's fine, if it's refinancing he's fucked until he pays off the lien.

As has been speculated he was likely trying to pull whatever fasteners were holding down the old steps when he broke his hammer and had to resort to cutting them. A dremel is a really comical choice for the job though. You do see his inner writer trying to emerge though with the superfluous adjective of 'iron.' I say superfluous because there aren't really too many other material options that he could reasonably be working with. It's not like he's trying to retain the authenticity of valuable antiques by using brass or bronze, or doing something industrial where he's working with a specific grade of steel (basically all 'iron' nowadays is just some level of mild steel, you'd have to really go out of your way to get actual iron nails)
