It's from the anime Dragon Ball Z. A scanning device called a "scouter". It is worn like glasses to detects energy levels from a source (often individuals) to gauge hazards. The scouters can also display physiological information of individuals.

The scouter is a device the technologically advanced Saiyan aliens used to understand their environment. In later Dragon Ball Z seasons, however, everyone mysteriously gains the ability to gauge energy just from "feeling" so scouters are abandoned.
