It's been a long-ass time but in part there was a cultural thing around Cisco's use of the term 'Internetworking' as part of their trademarks (like IOS, which Apple had to license). Them wanting to sell routers, they were big on everyone having their own 'internet'.

Or more simply this author used a more normie capitalization of the term.
 
Why was it ever capitalized when not the first word in a sentence?
It sometimes is, to describe The Internet as a thing.

In this specific sense it's (probably) about Null's definition of Internet vs. internet as he expounded on in a recent MATI.
