Probably fined the Chandlers until they cleaned up the place, which considering how protective Bard is of the hoard means that the HD would have to fine them repeatedly. Not sure how monthly inspections are handled in Virginia, but thats the most realistic scenario i can think of.

The unrealistic scenario would most probably involve Bard ordering Chris to spray any poor soul who has to deliver the fine to them.
