Given that Chris seemed to be doing okay up until he was a legal adult and that the rest of his family couldn't possibly be as crazy as Bob and Barb were, either party would be somewhat willing to take care of him to some degree. Either from the goodness from their heart, or just to get a piece of the tugboat. I want to say that whoever is caretaker will discipline/treat/speak to him better, but little is known about them and it's probably for the better that it's kept that way.
