I'd say Jesus camp or Psych Ward, pointing a gun (even a toy gun) at your own mother while screaming like a psychotic tends to elicit a harsh response. I voted for psych ward.

I vote mother cut down his internet; There's a good chance he may have cut it down himself though. I doubt he'd be in a psych ward, unless he did something truly mental after the stream. His mother didn't sound that freaked out to me over the Makarov incident, more long- suffering than anything else. The stream wasn't that crazy, just drug babbling. People do that shit every weekend and call it a good time.
