I doubt it's ever been a "blue state" (as we now count that) except very slightly, only that one time, only for him—until it was flooded with immigrants and fraud starting in the early '90s.

It just takes one person being added and improper setup to betray an entire group chat. What has probably been happening with the Minneapolis groups is that pro-ICE people have convinced idiots to invite them and DHS has always been searching phones as they get them and getting the full chat logs and member lists off of them. DHS has long had software to do this quickly so that they can "borrow" a phone and back it up at border checkpoints to search it later.
