Yes? He's no longer the Toby that began the game nearly 10 years ago, and now he's pressured by a group of troons that will sabotage him from time to time, even if unintentionally, cuz that's the nature of Evil.
The video insinuates that the issues with Chapter 5's writing were caused by the team bringing on writers that Toby was unable to properly manage, which makes sense. The thing is, UT/DR is an incredibly prestigious IP to write for, so Fangamer/8-4/Whichever publisher is currently tardwrangling Toby should not at all have been starved for choice when looking for proven, experienced writers
Perhaps the writing will go back to normal by Chapter 6? Hahaha, nope. Chapter 5 had Sus randomly going into a weird, long, pointless rant that was so pointless, that she even broke the 4th wall by warning you she was going to start ranting. Something normal people don't do.
Even if Toby himself was inexperienced with management, you'd think the people he hired would at least be able to leverage their own experience in the field to put out something passable.

By the way, in previous Chapters, you could fight and defeat many of the bosses by beating them to 0 HP. Some secret bosses gave you an alternate item for doing so.
Not the case for the troon squad, who in most cases can't be damaged lest you harm the uber-protected minority.
That reminds me: The turtle from Chapter 4 was a regular boss that was remade into a secret one at the last second. If you don't fight him, Geston still shows up later on anyway, which makes the whole thing feel a bit odd.
That blog that someone posted criticizing Toby's choices would have a field day with Chapter 5.
