Let's assume humanity developed the technology to download the human brain, including an individuals perceptions, prejudices, and cognitive impairments. The program lacks "consciousness" but it's possible to run scenarios through it to see how that person would have interpreted and reacted to it.

Whose brain would you download and what scenario would you run?
 
It would be fascinating to compare before and after of stroke survivors.
 
I would download Alan Turing's brain, I'd like to see what he'd make of the current state of AI. Lots of fun stuff happening in AI now, which I think he'd enjoy. After a bit of a pep talk about how being super gay and grossly indecent is no biggie any more, of course.
 
I'd do what they did in the Black Mirror episode White Christmas, I'd work for law enforcement that creates "living" copies of people's brains and then torture the digital copies to get confessions.
 
I think I'd also like to try running scenarios through my own brain. Like, how would I react in the face of, say, a major disaster - I know how I think I'd react, but it would be interesting to see how right or wrong I am.

Apart from that, I think I'd like to try running people who are basically monsters. Serial killers, tyrants, cult leaders and the like. Just to see what goes through their minds that makes them different from the rest of us. Could we, say, learn anything positive from Stalin's thought process, or Charles Manson's?

but then you wouldn't know what they think. To generate a thought as someone would have think it in a situation, the model HAS to be able to think. Ergo, it must be conscious.
It doesn't need to be conscious unless you are attempting to decipher the thought process behind the actions. Even if the model would include "consciousness" it would still be impossible to determine thought process considering subjectivity. Best case scenario the model could simulate behaviour and/or patterns of neural hemodynamic response.

The biological process doesnt have to be simulated in detail: an alternative working design could be use if it works close enough to the real thing.

I thought this was about seeing how the individual whose brain was uploaded would react to different situations behaviourally. OP isn't being clear enough in his directions and is probably attempting to sabotage our very healthy marriage by causing us to argue like autistic nerds.

@Cuck Norris I demand you clarify and explain yourself.
 
Sounds like an idea that's just slightly more than one comet away from SOMA, honestly.
