So the American public was partially familiar with hearing some jeet bobble head his way through a phone call with tech support, which was perfect for the scammers of India who started flooding the globe with scam calls.

The rarity of private in-home landline internet access basically meant that most of the Indians you were going to encounter posting on the web 15 years ago were going to be relatively wealthy, but also quite a lot of the landline access was for internet cafes. These mostly catered to foreign tourists, but you might get some of the more average Indians using them. Indians were around before 4G, but it wasn't the poo tsunami that occurred after 2012 when every brown hand with a mobile phone could google bobs and vagene at every hour of the day.

Edit: Apparently in India, women give dowries to men, which is insane. Imagine paying Indian men to marry you. An Indian man must've come up with that. Anyways, apparently some of the more intelligent Indian women who are able to secure medical residency spots, often sell them as dowries to Indian men.
Dowries are, by definition, paid to men. The word for the other way around is "bride price." The woman also doesn't pay the dowry - her family does.
They're intended to help get the new couple to a good point financially or provide some kind of money that can be given back to the wife in the event that she's widowed. It's not really that strange of a practice, it's just that we haven't done anything like it since the days before Christianity.
As for the reason - when you live in a pre-modern agrarian society with multiple generations living in a single household, the additional utility of a new woman is low. A new wife can't really do the backbreaking farm work and all the "woman's work" (cooking, cleaning, weaving, etc) is often already being fulfilled by an endless parade of mothers, grandmothers, and aunties. So you have to "sweeten the deal" to convince the man's household to take the woman in.
It's extremely backwards and regressive and there's a reason why western civilization abandoned it more than a thousand years ago.

We literally just had an effort post about how Indians are making themselves shorter due to diarrhea and malnutrition. Just had another post about them killing off their girls because they're backwards dowery-having savages. Several hundred posts at this point talking about their absolute lack of medical standards (or any standards at all). I can guarantee there is widespread fertility issues in India from all the chemicals and waste they dump all over the place; combined with the poor diets. Birthrate decline is due to space constraints (raising a family in a cramped city apartment or a jeet slum is a bad time) and also the declining economic utility of children. In the old days, kids were free labor so you just made a bunch of them. Nowadays, kids are essentially luxury pets who take a quarter of a century to become self-sufficient.
This is also why the decline is the least steep in the west - there's still enough suburban areas to raise families in and you can also afford children when you're a first-worlder.
