The theory that: When constructing a joke that references a celebrity, maximum humour comes from choosing precisely the right celebrity, at the right moment in their fame-trajectory.
This only really applies to C and D-list celebs. Z listers are uncool and pathetic and already the butt of life's joke. Billionaire cultural icons are just weird and too dehumanised to properly laugh at.
The richest comedy potential is to be found in light entertainment TV presenters. Reality TV stars who leveraged their five minutes of fame into a media carreer also work.*
They tick all the important boxes of being well-known, uncool and they are establishment, so there's an element of toppling the established value of celebs in general.
To be truly funny their fame must have peaked and be waning, so their name and brand is instantly understood but they have to be dredged up out of memory, rather than being still in the public eye. About 5-10 years after relevance is best. Once they've disappeared into post-fame obscurity there's no point referencing them.
Get it right and the perfect celebs name dropped into a joke can leverage out so much more humour.

I'm sure there are plenty who somehow manage to bypass the usual relevance trajectory and park themselves firmly in the uncool, irrelevant yet still clinging to celebrity territory for years.
TBH I don't really know any current celebrities, I just like getting autistic about comedy.
