I think Brannon Braga wanted Sela in Nemesis (or maybe it was just Denise Crosby) but somebody wanted it to be completely standalone, one of the reasons why the Romulan ships in that movie suck compared to the beautiful green warbirds of the TV show. A whole fleet of ships was wiped out by the Dominan between seasons 5 and 6 of DS9 and the federation lost control Betazed durring that same war. Both of those were worse and why the Borg had such an easy time getting to Earth in First Contact.
