Should incense be legalized?

As everyone is aware, Christoper Weston Chandler was recently arrested for having incense with his mother, Barbara Chandler. But why are incense illegal in Virginia? Should Virginia legalize incense? Personally, I find incense to be very useful for covering up foul odors and whatnot. I see nothing wrong with CWC and Barbara Chandler burning some incense now and again, and Virginia really shouldn't be concerning itself with the matter.
