I've seen a shit ton of whinging about this, but if you read the actual declaration of emergency it defines "public place" to include private property if it's accessible to the general public.
IOW, unless you've got a fence to keep the public off your porch, it's "public place." Sue the city if you don't like that, I guess?
Plus, you don't really have the right to refuse to follow lawful orders from law enforcement who are carrying out their duties. If they order you to go inside, you go inside, or you're interfering with their activities. You can argue that one at court, but the cop doesn't want to hear it or deal with you. Save it for the judge.
