You could make a case for Eli being black not being a form of wokeness because he's meant to be the scientist who tells Gordon to head to the surface in Unforeseen Consequences (black scientists definitely existed in government facilities in the Southwestern US). However, it's much more difficult to argue that Alyx being half-black, half-asian, and the love interest of Gordon, the white (though arguably jewish) protagonist isn't a form of proto-wokism--even if it was in the naive, early 2000's "love has no boundaries" sense. Valve is based in urban Washington, after all, so it wouldn't be a stretch to assume that the developers at Valve intentionally made it that way. And if I recall correctly, there's multiple lines across the games where characters push you to impregnate Alyx.

If you want to get even more conspiratorial, you could probably argue that Valve designing Alyx to appeal to the young, white, male fanbase--something that was mentioned in one of the developer commentaries--was a way to subtly normalize interracial relationships among this demographic. But that's just spectulation on my part.
